Update HTML Purifier

Description

Lichen Webmail is currently using HTML Purifier 2.0.1, however, the most recent version of HTML Purifier is 3.1.0rc1. Please upgrade, thanks!

P.S. It may be a good idea to consider using svn:externals to HTML Purifier tags (http://htmlpurifier.org/svnroot/htmlpurifier/tags/3.1.0rc1/), which will save you guys the trouble of having to copy-paste the HTML Purifier source-tree into Lichen Webmail every time you upgrade.
